1.
The European Commission and the Republic of Cuba
have verified that the essential conditions have
been created for the renewal of cooperation
between the European Commission and the Republic
of Cuba, always on the basis of reciprocal and
non-discriminatory treatment of the parties and
strict adherence to and respect for the
sovereignty of the States, non-intervention in
their internal affairs, respect for their
political independence, mutual convenience and
in function of the priorities established by the
recipient country.
2.
Therefore, both parties agree to renew
cooperation between the European Commission and
the government of the Republic of Cuba, without
any conditions, and with full respect for
national and community legislation.
3.
The high-ranking representatives likewise agreed
that the cooperation will be carried out via
procedures established by the parties to that
end, and in mutually agreed-upon and
advantageous spheres. The cooperation will also
have as its objective the promotion of
development and collaboration in those areas
that the parties agree may be useful and viable.
4.
It was decided to explore, through existing
official channels, the areas in which said
cooperation may be carried out and the forms it
will take.
5.
In order to take forward this cooperation and
render effective the present renewal of
cooperation, the high-ranking representatives of
the parties decided to continue meeting, using
those spaces offered by diverse international
meetings and, when convenient and possible,
exchanging visits between Havana and Brussels.
6.
Both sides agreed that the present statement
will constitute, from now on, the framework
accord for the development of cooperation
between the European Commission and Cuba.
Havana,
October 23, 2008
For the European
Commission, For the
Republic of Cuba,
Monsieur Louis Michel
Mr. Felipe Pérez
Roque
European Commissioner for
Development Minister of Foreign Affairs
and Humanitarian Aid
